The Kenya Film Classification Board (KFCB) is currently seeking to recruit a suitable candidate for the position of Principal Supply Chain Management Officer.


Job Purpose:

Provide support in the implementation of Supply Chain Management services to User Departments by facilitating the procurement processes in accordance with the Public Procurement and Asset Disposal Act and Regulations. The officer will be assisting the Manager, Supply Chain Management in providing procurement professional advice and coordinating all procurement and asset Disposal activities.



General Procurement Management

  • Managing procurement-related risks; and deputizing the Manager, Supply Chain Management
  • Coordinating procurement and disposal activities;
  • Monitoring and evaluating the performance of systems in the supply chain to ensure they are working well and giving good output;
  • Managing the department’s performance management process in line with the functions, objectives, and deliverables;
  • Interpreting other laws and statutes that relate to Supply Chain Management matters;
  • Ensuring compliance with all applicable procurement laws, circulars, and regulations;
  • Preparing and implementing the consolidated annual procurement and disposal plans;
  • Supervising departmental officers working under him/her;
  • Ensuring correct specifications and proper requisition authorization for goods, works, and services to be procured;
  • Secretary to Adhoc Evaluation Committees
  • Coordinating sensitization of staff and other stakeholders on procurement related issues;
  • Executing procurement work processes efficiently as assigned;
  • Ensuring user’s satisfaction with services rendered by the Supply Chain Management Department.


Supplier Management

  • Preparing and continually updated the list of registered suppliers;
  • Monitoring supplier performance and prepare periodic supplier performance reports;
  • Improving measures to enhance partnership with suppliers to enhance working relationships
  • Preparing and monitoring payments to suppliers;



Drafting /Reviewing of Reports, Documentation, and Tenders

  • Coordinating market surveys and research for goods, works, and services;
  • Preparing contract documents in liaison with user departments and consultation with the legal department;
  • Preparing accurate, timely, and relevant draft statutory and management reports for submission to the relevant authority;
  • Drafting/reviewing of advertising notices for goods and services to ensure accurate goods are requested for and quality is delivered;
  • Preparing tender documents for procurement of goods, works, and services;
  • Coordinate pre-bid briefing/pre-proposal meetings, tender opening, and tender evaluation;
  • Addressing clarifications by bidders, review addendums and amendments to tender documents;
  • Drafting advisory/professional opinion on procurement matters to the CEO for approval by the Manager, Supply Chain Management;
  • Ensuring maintenance and archiving of documents and records of the procurement and disposal activities for the required period;
  • Contracting implementation and monitoring as per the contract terms;
  • Preparing contract variations and modification documents for goods, works, and services;


Assets and Inventory Management

  • Implementing the Public Procurement and Assets Disposal Act, 2015 regulations and guidelines;
  • Preparing and maintain the Asset Register;
  • Coordinating Periodic stocktaking to ensure stores are up to date and regular inventories are taken;


Specifications/Requirements for Appointment;

  • Bachelor’s Degree in any of the following disciplines: – Supply Chain Management, Economics, Commerce, Procurement and Supplies Management, Business Administration, Logistics or equivalent qualification from a recognized institution; and
  • Master’s Degree in any of the following disciplines: Supply Chain Management, Economics, Commerce, Procurement and Supplies Management, Business Administration, Logistics or equivalent qualification from a recognized institution
  • Diploma in Supplies Management or equivalent from a recognized institution
  • Registration with Kenya Institute of Supplies Management or its equivalent; and
  • Valid Practicing License.
  • Proficiency in Computer Applications
  • A minimum of eight (8) years relevant work experience, three (3) years should be at a level of Senior Officer
  • Certificate in Management Course lasting not less than four (4) weeks from a recognized institution
  • Demonstrated managerial, administrative, and professional competence in work performance
